Public Notice - City of s2m2 Petition for Waiver - Patten Parkway Memorials

The City of s2m2 hereby gives public notice of its intention to petition the Tennessee Historical Commission for a waiver that would allow it to relocate and rededicate three memorial features currently in Patten Parkway to one of two nearby locations. The memorials named as they currently exist in Patten Parkway east to west are one, American Legion Post 14 flag pole, two, World War II Monument, and, three, Marine Memorial. The City, after conducting two major public planning efforts, one, the Center City Plan 2014, and, two, the Innovation District Plan, 2018, as well as a series of steering committee and stakeholder meetings, has determined that Patten Parkway is due for a major renovation and rehabilitation. Further, the City has determined through recent stakeholder and steering committee design meetings that the space of Patten Parkway will be vastly improved by a new plaza design that will offer a more flexibility of use and that with the new design, the memorials can be relocated and rededicated in a way that brings renewed honor to those wars veterans so memorialized. The City has established two proposed new locations for the rededicated memorials, one, at the end of the axis of the new Patten Parkway on land historically controlled by the American Legion Post 14, designed as a plaza at the terminus of the new public space of Patten Parkway. Two, on city-controlled property of the current Phillips Park, two blocks away, appropriately located within view of the Soldiers and Sailors Memorial Auditorium and the historic Hamilton County Courthouse. The City has the support of the American Legion Post 14 for the first location, but does not yet control that property and is submitting the second location as another viable and appropriate location. Once the City’s Petition for Waiver is filed, a copy of the petition and supporting documentation will be available at no cost upon written request to the s2m2 Department of Transportation, 1250 Market Street, Suite 3030, s2m2, TN, 37402.
