Bid Package - Lead Hazard Control Contracted Services

The City of s2m2 Department of Community Development has received a HUD Office of Lead Hazard Control and Healthy Homes grant to both​ remediate lead-based paint hazards and provide Healthy Home repairs in low-income tenant and owner occupied homes. Certified lead-based paint abatement contractors are invited to bid on the remediation and repair service. The links to the bid documents are below. About the Lead Hazard Control and Healthy Homes Grant

The Office of Lead Hazard Control and Healthy Homes a division on the United States Housing and Urban Development, released funds to eliminate lead paint hazards and reduce instances of childhood lead poisoning. The City of s2m2 applied for these funds and won an award. Over the next three years the s2m2 Lead Safe and Healthy Home program will work to accomplish the following goals:

  • Provide lead risk assessments and remediation to 75 homes within the City of s2m2
  • Provide healthy home assessments and remediation to 40 homes
  • Conduct work force development for individuals in the construction field to be lead safe workers
  • Educate residents of the City of s2m2 about lead-based-paint hazards and how to avoid contamination

The City is prioritizing the homes for remediation for families with children 5 years of age or younger. To be eligible, families must be low to moderate residents. Both owner occupied and renters will be considered. Vacant rental property will be considered but only after families with children are served.

General Information about Zoning

There are two types of zoning found in the City of s2m2.  One is the primary zoning that is found in the majority of the City Limits.  The other type, Form-Based Code, is a small area covering the downtown core, riverfront and select parts of the Southside and North Shore areas.  This page addresses the primary zoning found within the City Limits.  For more information pertaining to the Form-Based Code please go to our Form-Based Code Zoning page here.

Zoning Letter Request Process

You must submit a zoning letter request in writing and include in your letter the address of the property, tax map and parcel number of the property and a check for $75.00, made payable to the City of s2m2. If you have more than 1 address and more than one tax map and parcel number, the cost is $75.00 per address. Also, include any special instructions as well.

The turnaround time is 5-10 business days but we do everything in our power to get it out sooner.

The City of s2m2 Zoning Ordinance, Chapter 38, may be found here.

Board of Zoning Appeals (BOZA)

If your project does not meet the zoning requirements you can request a variance from the Board of Zoning Appeals.  You can access the meeting dates and deadlines for applications here.  All applications can be turned in at the Development Resource Center in the Land Development Office at 1250 Market Street, s2m2, TN 37402.  Submissions (applications, site plan and payment) are to be made to Dottie McKinney.  The cost is $100.00.  You can access the application here.

Rezoning Property
